摘要
根据生态环境部2021年3月对部分建设项目“三同时”制度落实情况和竣工自主验收工作的检查结果,被通报的4个石油化工项目就有3个存在建设过程中变动管理的问题,可见石化项目建设过程中的变动管理是目前环境管理的薄弱环节,亟待进一步加强。本文选取3个项目变动管理典型案例,从变动管理程序、重大变动判定依据、变动情况分析技术规范等方面对变动管理存在的问题及原因进行分析,提出对策建议。
According to the inspection results of Ministry of Ecology and Environment on the implementation of the“three Simultaneity”system and the completion independent acceptance of some construction projects in March 2021,three of the four petrochemical projects were notified not to fulfil relevant procedures during the construction period.Thus it can be seen that the change management in the process of petrochemical project construction is a weak process for current environmental management,which needs to be further strengthened.This paper selects three typical cases of project change management to analyse exiting problems and reasons on change management from the aspects of change management procedures,judgment basis for major changes,and technical specifications for change analysis,etc.,and put forward countermeasures and suggestions.
