近期,在中央发出“外防输入、内防反弹”“动态清零”的政策指导下,新一轮疫情在全国得到了有效控制。同时,历经三年疫情反复突发的形势后,各个城市在防控经验与防控准备方面有了全新的认识,并催生出构建城市应急管理中心暨集中隔离场(简称:应急中心)的思考。按照国务院联防联控机制综合组的要求,应急中心要具备解决由城市突发事件引起的收置民众,保障民生的重要功能。这其中,以会展中心为主要的建筑布局与设计改造计划布入人们视野。就在近日,先是光明网发布河北三河将修建城市应急管理中心的消息,随后河南省政府官网也披露河南商丘将拟耗资1.35亿元建设永久性方舱。消息一出,引发强烈社会舆论。
