《长春市防止烟草烟雾危害办法》在社区居民中的知晓情况调查

Awareness Survey of Changchun Measures for Preventing the Harm of Tobacco Smoke among Community Residents

目的了解长春市居民对《长春市防止烟草烟雾危害办法》知晓情况,为开展控烟健康教育宣传提供依据。方法于2021年7—11月采用简单随机抽样法在全市17个县(市)区抽取29个社区、2个工厂、2所大学、1所小学开展问卷调查。分析社区居民对《长春市防止烟草烟雾危害办法》的知晓情况。结果共调查1318人,收集有效问卷1222份,调查人员中吸烟人数占比为33.72%;71.60%吸烟者中家庭成员也存在吸烟现象(r=0.28)。女性对《办法》的知晓率显著高于男性,差异有统计学意义(P<0.05);社区居民对处罚力度条款的知晓率(20.5%)显著低于室外吸烟区设置(36.8%)、室内禁烟(38.8%)、烟草售卖方式与广告发布(42.1%)、劝阻权利(61.4%)条款,差异有统计学意义(P<0.05);对室外吸烟区设置条款知晓率显著低于烟草经营方式与广告发布、劝阻义务条款,差异有统计学意义(P<0.05)。结论长春市居民亟须提高对《长春市防止烟草烟雾危害办法》的知晓率,应根据不同人群特点开展有针对性的、可理解性的控烟立法宣传。

Objective To understand Changchun residents'awareness of"Changchun City's Measures for Preventing the Harm of Tobacco Smoke",and to provide a basis for carrying out tobacco control health education and publicity.Methods From July to November 2021,used simple random sampling method,a questionnaire survey was carried out in 29 communities,2 factories,2 universities and 1 primary school in 17 counties(cities)and districts of the city.Analyzed the awareness of community residents on the"Changchun City's Measures for Preventing the Harm of Tobacco Smoke".Results A total of 1318 people were investigated,1222 valid questionnaires were collected,and 33.72%of the respondents were smokers.71.60%of the smokers also had smoking in their family members(r=0.28).Women's awareness rate of the measures was significantly higher than that of men,the difference was statistically significant(P<0.05).The awareness rate of community residents(20.5%)about the severity of penalties was significantly lower than that of outdoor smoking areas(36.8%),indoor smoking ban(38.8%),tobacco sales methods and advertising(42.1%),and the right to dissuade(61.4%)clauses,the difference was statistically significant(P<0.05).The awareness rate of the terms of setting up outdoor smoking areas was significantly lower than that of the terms of tobacco management,advertising and dissuasion,the difference was statistically significant(P<0.05).Conclusion The residents of Changchun City urgently need to increase the awareness rate of"Changchun City's Measures for Preventing the Harm of Tobacco Smoke",and should carry out targeted and understandable publicity of tobacco control legislation according to the characteristics of different groups of people.
