摘要
水利工程PPP项目建设和运营周期较长,参与方众多关系繁杂。项目公司在统筹协调组织实施工程建设的同时,必须建立起项目风险机制,以应对建设过程中产生的风险,避免经济效益和社会效益的损失。其中识别风险和控制风险是重点,以此分析并建立风险的应对策略、编制风险控制实施方案,整体项目管理工程特性、建设环境、地域等条件以预控为主。
The project construction and operation cycle of PPP projects of water conservancy projects is long,and there are many parties involved in the project.Therefore,the project company must establish a project risk mechanism when organizing and implementing the project construction,so as to deal with the risks generated in the construction process and bring the loss of economic and social benefits.The key is to identify and control risks,analyze risk response strategies and prepare risk control implementation plans.The construction risk plan of the project is mainly pre-control.The project company analyzes and drafts risk plans according to the characteristics,construction environment,region and other conditions of the project construction project,and carries out project risk management based on pre-control.
