兜底办理:集中力量办小事的治理逻辑

Assuring Government Service:Pool Resource to Address Miscellaneous Issues

近年来,我国地方政府在政务审批服务中出现一种创新做法,提出兜底办理的工作口号,将集中力量办大事的治理风格,扩展到常规性和法定性程度较高且量大面广的政务服务“小事”之中。为了实现集中力量办小事,地方政府采取科层动员的创新模式,其行动框架与公共部门的常规化改革形成鲜明对比,表现在“特区”特办、超常规目标牵引、平台嵌入和内部评估等四个维度。科层动员的创新模式,是针对世界各国官僚科层制共同弊病的中国方案。兜底办理创新实践表明,我国政府决策有力、力量集中、弹性权变、灵活机动的传统治理手法,有望与常规化与制度化建设有机结合,形成具有新时代特征的中国治理风格,持续支撑中国的制度优势不断转变为治理效能。

Recent years Chinese local governments promote an innovation project called Assuring government service.Pool Resources to Address Major Problems,as the most famous government style,is extended from major to miscellaneous issues.To achieve pool resources to address miscellaneous issues,local governments initiate Mobilizing Bureaucracy,which is different from traditional reform in public sector and includes four dimensions:special zone for special service,extra-ordinary targeting incentive,platform embedding and internal evaluation.The innovation of Mobilizing Bureaucracy is a Chinese approach solution to the common ills of bureaucratic section-level systems around the world.The innovation of Assuring Government Service shows that Chinese traditional governance style,which are effective policy making,centralizing government power,resilience and contingency and flexibility,will hopefully combine with institutionalization and routinization to form Chinese style of governance in the new era and to transform institutional advantage to governance advantage.
