Achievements, Gap and New Thought of China’s Open Economy Development in the 20th Anniversary of China’s Accession to WTO

2001年12月11日,中国正式加入WTO并成为重要成员。入世20年来,中国坚定维护多边贸易体制,货物贸易、服务贸易开放水平不断提升,市场准入不断放宽,贸易便利化政策层出不穷,推动货物贸易、服务贸易、双向投资等开放型经济发展取得历史性成就,并为世界经济做出了重要贡献。文章对入世以来中国开放水平、开放型经济发展水平及其与发达国家差距进行了分析,并在总结中国快速发展经验的基础上,提出了以入世20周年为新起点推动更高水平开放合作的新思路,包括以货物贸易高质量发展促进制造强国建设、以自主开放加协议开放相结合推动服务领域开放、以国际投资合作高质量发展提升全球资源整合能力等。

China formally joined WTO and became an important member on December 11, 2001. Over the past 20 years, China has firmly upheld the multilateral trading system, continuously improved the opening level of trade in goods and services, eased market access, and introduced a series of trade facilitation policies. China has made historic achievements in promoting the development of open economy such as trade in goods, trade in services and two-way investment, and has made important contributions to the world economy. This paper analyzes the level of China’s opening up, the development level of its open economy and the gap between China and developed countries since China’s entry into WTO. Based on summarizing the experience of China’s rapid development, the paper puts forward new ideas for China to promote higher-level opening-up and cooperation from the 20th anniversary of China’s accession to WTO, including building China into a manufacturing powerhouse through high-quality development of trade in goods, opening up the service sectors through independent opening-up and opening-up by agreement, and enhancing global resource integration capacity through high-quality development of international investment cooperation.
