The Promotion Effect of Central Bank Digital Currency on RMB Internationalization

我国正在试行的法定数字货币将为人民币国际化带来新机遇。研究发现,法定数字货币将从提升我国经济发展质量、降低国内金融市场风险、促进人民币币值稳定等方面增强国际主体对人民币的信心;从提升中国传统国际贸易与数字贸易竞争力、推进人民币金融与资本项目有序开放等方面拓展人民币国际化空间;从自贸区改革、“一带一路”建设、“石油数字人民币”体系构筑、新能源与清洁能源国际合作等方面丰富人民币国际化推进场景;从增强人民币国际化转向动力、提升国际主体对人民币的需求等方面加速人民币国际化进程;从分享中国法定数字货币先行经验、参与跨境支付系统规则协议制定等方面提升人民币的国际话语权。为充分发挥法定数字货币对人民币国际化的积极作用,我国应稳妥确定数字人民币的改革次序,不断强化法定数字货币的技术研发,健全数据治理和信息保护制度,积极参与国际合作并强化监管协调。

The central bank digital currency(CBDC) on trial in China will bring new opportunities for RMB internationalization. Firstly, CBDC will enhance the confidence of international entities in RMB by improving the quality of China’s economic development, reducing risks in the domestic financial market, and promoting the stability of the value of RMB. Secondly, CBDC is conducive to enhancing the competitiveness of China’s traditional international trade and digital trade, and is conducive to promoting the orderly opening of the financial and capital account of RMB, thereby expanding the space for RMB internationalization. Thirdly, with the help of CBDC, the promotion scenarios of RMB internationalization will be enriched by free trade zone reform, the Belt and Road construction, “Oil e-CNY” system construction, international cooperation in new energy and clean energy, etc. Fourthly, CBDC will accelerate RMB internationalization by enhancing the steering power of it and increasing the demand of international entities for RMB. Fifthly, CBDC will enhance the international voice of RMB by sharing the first experience of China’s CBDC(e-CNY) and participating in the formulation of cross-border payment system rules and agreements. In order to give full play to the positive role of CBDC in the internationalization of RMB, we should cautiously determine the order of e-CNY reform, strengthen the technical research of CBDC continuously, improve data governance and information protection systems, actively participate in international cooperation and strengthen coordinated supervision.
