论政治执行力的内涵、特征与提升路径

On the Connotation, Characteristics and Promotion Path of Political Executive Force

提高政治执行力是当前加强党的政治建设的重大现实课题。从内涵来看,政治执行力主要指中国共产党以及党的各级组织和党员干部等主体在执行和落实党的制度、政策、法规,特别是党中央决策部署的过程中表现出来的决策力、组织力和调整力等。从特征来看,政治执行力具有政治性与实效性、权威性与自觉性、整体性与指向性相统一的特征。从提升路径看,当前政治执行力的提升受利益要素、能力要素和制度要素影响,因而提高政治执行力必须构建统一的政治体系,整合不同党员的利益诉求,构建学习型党组织,提升党员的能力素养,以制度建设激励党员的执行效能。

Improving the political executive force is a significant realistic subject to strengthen the political construction of the Communist Party of China at present. From the perspective of connotation, political executive force mainly refers to the decision-making force, organizational force and adjustment force of the CPC, its organizations at all levels and party members and cadres while they enforce and implement of the Party system, policies, laws and regulations, especially the deployment of decision-making of the Party Central Committee. In terms of characteristics, political executive force has characteristics of the unity of politics and effectiveness, authority and consciousness, integrity and directivity. From the perspective of the promotion path, the promotion of the current political executive force is affected by the factors of interest, ability and system. Therefore, to improve the political executive force involves building a unified political system,integrating the interest demands of different party members, building a learning party organization, cultivating the ability and quality of party members, and stimulating the executive efficiency of party members with system construction.
