基于浙江省试点的全域土地综合整治方法体系推演

An Analysis Methodological System for Comprehensive Land Consolidation based on the Zhejiang Province Pilot Cases

改革开放以来,全国各地为解决土地细碎化、资源环境承载力不足、生境质量下降、发展用地不足等问题,相继开展土地整治工作。浙江省作为民营经济及乡村建设强省,在全国率先开展土地综合整治,取得了丰富的实践成果。当前全域土地综合整治正在全国试点,文章通过学习分析浙江42个首批试点案例,推演浙江全域土地综合整治的方法体系,可以为浙江推进全域土地综合整治2.0版本升级提供建设性意见和参考,同时为全国全域土地综合整治的深入开展提供浙江经验。

Since the reform and opening up,in order to solve the problems of land fragmentation,insufficient resource and environmental carrying capacity,degradation of habitat quality,and insufficient land for development,all over the country have successively carried out land remediation work.As a strong province of private economy and rural construction,Zhejiang Province has taken the lead in carrying out comprehensive land consolidation in the country and has achieved rich practical results.At present,comprehensive land consolidation is being piloted nationwide.Through studying and analyzing the 42 first batch of pilot cases in Zhejiang Province,the paper deduces the method system of comprehensive land consolidation in Zhejiang Province,which can provide constructive opinions and references for Zhejiang to promote the 2.0 version.At the same time,it provides Zhejiang experience for the in-depth development of comprehensive land consolidation across the country.
