强化高水平研究型大学国家战略科技力量的思考——从新一代人工智能及新材料领域发展的角度出发

强化国家战略科技力量是实现科技自立自强、建设科技强国的必由之路。而高水平研究型大学作为国家战略科技力量的重要组成部分,应针对不同学科领域具体的国家战略性需求,强化其作为国家战略科技力量属性。本文以新一代人工智能和新材料领域为例,分析了高水平研究型大学作为国家战略科技力量支撑国家战略性需求的现状与不足,深入其存在不足的原因,并得到强化高水平研究型大学国家战略科技力量的启示与建议。

Enhancing the national strategic scientific and technological strength is an inevitable choice to realize self-reliance and self-improvement and further construct a strong country in science and technology. As an important part of the national strategic scientific and technological strength, high-level research universities should strengthen their attributes as the national strategic scientific and technological strength via playing a key supporting role in satisfying the specific national strategic needs. In the parallel or leading fields, the high-level research universities should strengthen the basic research attributes. In the following fields, the high-level research universities need to develop the supporting roles in science and technology. In this paper, the new generation of artificial intelligence in the leading field and the new material industry in the following field were taken as two representative examples. The relevant requirements in the development plans and guides were regarded as the concrete strategic needs. Then the current situations and shortcomings of the high-level research universities as the national strategic scientific and technological force were summarized by comparing with the national strategic demands and the deep-seated reasons behind these problems were further discussed. Finally, effective suggestions to intensify the national strategic scientific and technological strength of the high-level research universities were put forward.
