摘要
官僚制组织的有界性管理方式导致其背离了组织设计的初衷。从“有界”走向“跨界”,是高度不确定性、高度复杂性时代国家治理的现实要求,也是数字化时代政府组织变革的必然趋势。数字技术在打破政府内部权力等级、业务部门和区域管辖等边界的基础上,为政府组织实现从“有界”到“跨界”的变革提供了技术支撑与发展可能。世界数字政务改革,特别是中国推进的数字化政府建设及配套制度改革,为从“有界”到“跨界”的政府组织变革提供了经验参照、理论启示和未来图景。数字化时代,要实现从有界到跨界的政府组织变革,需要树立合作而非竞争的治理理念,遵循“以人民为中心”的服务导向,推进政府组织决策权下放,打造开放、共享与信任的合作治理机制。
The nature of“Boundedness”deviates from the original intention of bureaucratic organization.Changing from the bounded to cross-bound,is both the realistic requirement for national governance under the contemporary economy and society of highly uncertainties and complexities,and inevitable trend towards governments’organizational reform in the digital Era.Digital technology provides technical supports and possibilities for both breaking the boundedness of government organizations and making organizational changes from the bounded to cross-bound.The worldwide digital reform of administrative service,especially the E-Governance construction and related institutions reforms in China,provides the organizational reforms of governments with empirical evidences,theoretical basements and promising prospects,by which it turns from the bounded to cross-bound.Furthermore,to achieve the organizational reform of governments turning from the bounded to cross-bound,it is necessary to remain governance ideals of cooperative rather than competitive,follow the“people-centered”service orientation,decentralize decision-making power inside government organizations,and create a cooperative governance mechanism of openness,sharing and trust.
