官员更替、官员异质性与城市扩张--来自中国地级市的经验证据

Official Turnover,Official Heterogeneity and Urban Expansion:An Evidence from China’s Prefecture-Level Cities

基于2003—2016年中国城市面板数据考察城市扩张背后深层次的行政动机,实证检验官员更替、官员异质性对城市扩张的影响。研究发现:官员更替会显著推动城市扩张,市委书记更替对城市扩张的推动作用要大于市长更替;城市扩张受官员异质性特征的影响。官员任期对城市扩张有显著正向影响,市委书记年龄对城市扩张具有正向影响,相对于本地晋升官员,外地调任市长推动城市扩张的积极性更高;官员更替对城市扩张的影响存在显著的地区差异和城市等级规模差异。东部地区官员更替对城市扩张的推动作用要大于中西部地区,一、二、三线城市官员更替对城市扩张的推动作用要大于四、五线城市。

Based on the panel data from 2003 to 2016 of prefecture-level cities in China,this paper examines the deep-seated administrative motives behind urban expansion,and empirically examines the impact of official turnover and official’characteristics on urban expansion.The paper found that the replacement of officials will significantly promote urban expansion,and the role of the municipal party secretary in promoting urban expansion is greater than that of the mayor.Urban expansion is affected by the characteristics of officials.The term of office of officials has a significant positive impact on urban expansion,and the age of the Secretary of the municipal Party committee also has a positive impact on urban expansion.Compared with local promoted officials,transferred mayors have higher enthusiasm to promote urban expansion.The impact of official turnover on urban expansion has significant regional differences and differences in urban scale.The role of officials in the eastern and western regions in promoting urban expansion is greater than that in the central region.The replacement of officials in the first,second and third tier cities in promoting urban expansion is more important than the fourth and fifth tier cities.
