藏区地理信息公共服务平台关键技术研究与实现——以卓尼县为例

基础地理信息数据是各类基础地理单元数据的统一空间载体,地理信息公共服务平台建设对于促进测绘成果广泛应用、推进地理信息资源共建共享、转变地理信息服务方式等方面具有重要的现实意义,是促进地理信息更好地服务大局、服务社会、服务民生的有效途径。甘南藏族自治州卓尼县作为欠发达地区,在基础地理信息数据库、地理信息公共服务平台和信息化服务保障能力建设方面还处于较低水平。因此,为了进一步完善卓尼全县各乡镇大比例尺地形图、基础地理信息数据库,提升测绘地理信息服务保障能力和水平,基于多源异构数据整合、动态插件和分布式多服务器等技术,结合卓尼县自然资源和相关部门实际需求,构建了卓尼县基础地理信息数据库,开发了地理信息公共服务平台,为“十三五”期间实现全县测绘地理信息事业转型升级,提供了有力的测绘服务保障。

Basic geographic information data is the unified spatial carrier of all kinds of basic geographic unit data.The construction of geographic information public service platform is of great practical significance in promoting the wide application of Surveying and mapping results, promoting the co construction and sharing of geographic information resources, changing geographic information service methods, and promoting geographic information to better serve the overall situation, serve the society An effective way to serve people′s livelihood.Zhuoni County, Gannan Tibetan Autonomous Prefecture, as an underdeveloped area, is still at a low level in the construction of basic geographic information database, geographic information public service platform and information service support capacity.Therefore, in order to further improve the large-scale topographic map and basic geographic information database of all villages and towns in Zhuoni County, improve the support ability and level of Surveying and mapping geographic information service, and integrate the actual needs of natural resources and relevant departments in Zhuoni County Based on multi-source heterogeneous data integration technology, dynamic plug-in technology and distributed multi server technology, The basic geographic information database of Zhuoni county has been constructed and the geographic information public service platform has been developed, which provides a powerful mapping service guarantee for the transformation and upgrading of the surveying and mapping geographic information cause of the whole county during the 13 th Five Year Plan period.
