摘要
虽然我国建立了以应急管理部为组织核心的新时代综合应急管理体系,但在新冠肺炎疫情、天津港爆炸等非传统安全事件中仍存在信息传递较慢、透明度差、共享缺失的现象。本研究以河南、山西、陕西暴雨事件为例,通过多案例分析的方法,发现公众在危机事件中存在基本事实信息、救援物资和情感支持诉求。基于此,本研究从社交媒体的协同治理视角出发,讨论媒介在信息救济、情绪安抚与公众参与方面所发挥的关键性作用,对构建政媒互嵌、公众参与的智慧社交平台信息应急系统具有重要意义。
Although China has established a comprehensive emergency management system in the new era with the Ministry of Emergency Management as the organizational core, there are still problems such as slow information dissmemination, lack of transparency and information sharing in non-traditional security incidents such as the Covid-19 epidemic and the Tianjin Port explosion.Case studies about the rainstorm events in Henan, Shanxi and Shaanxi, found that the public had needs of basic factual information, rescue materials and emotional support in crisis events. From the perspective of collaborative governance of social media, this study suggests that media plays a key role in information relief, emotional pacification and public participation, which is of great significance to the construction of a smart social platform information emergency system with inter-embedded political media and public participation.
