Bridging Evaluation and Policy-making:Theory,Method and Comment of Realist Evaluation

现实主义评估目前已在西方学界获得了广泛的关注和运用,然而国内学界对这一政策评估理论和方法的把握和运用还付之阙如.本文依据相关研究成果,系统地梳理了现实主义评估的意涵与背景、理论基础、操作步骤以及分析了其对中国政策评估的启示.现实主义评估不仅可以丰富我国政策评估的理论体系和方法体系,也有助于我国政策评估研究超越实证主义评估和建构主义评估的窠臼和争论,并可为我国政策评估使用、连接评估和决策提供有益的借鉴.

Realist evaluation has been widely concerned and used in western academic circles,but the understanding and application of this theory and method in domestic academic circles are still lacking.Based on the relevant research results,this paper systematically combs the meaning,background,theoretical basis and operation steps of realistic evaluation,and analyzes its enlightenment to China’s policy evaluation.Realistic evaluation can not only enrich theoretical system and methodological system of China’s policy evaluation,but also help China’s policy evaluation research go beyond the stereotypes and debates of positivist evaluation and constructivist evaluation,and provide a useful reference for China’s policy evaluation use as well as for connecting evaluation and policy-making.
