官方发展援助促进了直接投资技术溢出吗

Does ODA Promote Technology Spillover of Direct Investment?

官方发展援助与直接投资是国际合作的重要实现途径,在共建“一带一路”倡议下,中国不断增强对沿线国家的官方发展援助和直接投资力度。已有相当研究探讨官方发展援助对受援国产生的积极影响,以及直接投资对东道国产生的技术溢出效应。而论证官方发展援助是否能促进直接投资技术溢出不仅具有研究视角的创新性,并且对中国在新时代构建全方位开放格局具有重要的现实意义。本文探究官方发展援助对直接投资技术溢出的影响机制,并利用中国对“一带一路”沿线国家的官方发展援助和直接投资数据进行实证检验。研究结果表明,官方发展援助有助于促进直接投资技术溢出。

Official development assistance and direct investment are important means to achieve international cooperation,and under’the Belt and Road’initiative,China has been increasing its official development assistance and direct investment to countries along the route.Considerable studies have been conducted to investigate the positive impact of official development assistance on recipient countries and the technology spillover effect of direct investment on host countries.Whether official development assistance can promote direct investment technology spillover is not only innovative in research perspective,but also has important practical significance for China to build an all-round opening pattern in the new era.This paper investigates the mechanism of official development assistance on direct investment technology spillover and conducts an empirical test using the data official development assistance and direct investment from China to the countries along’the Belt and Road’.The research results show that official development assistance helps to promote direct investment technology spillover.
