Theory and Practice of Urban-Rural Relations in New China

新中国成立以来,根据马克思主义城乡关系理论和我国城乡关系自身演变的特征,我国城乡关系理论及其实践大致经历了以下几个阶段:1949—1978年为第一个阶段,即优先发展重工业背景下的乡村支持城市;1978—2002年为第二个阶段,即在改革开放背景下乡村支持城市、三次产业均衡发展;2002—2012年为第三个阶段,即在全面建设小康社会背景下城市支持乡村、城镇化加速推进;2012年中共十八大以来为第四个阶段,即在新时代背景下城乡发展一体化和经济高质量发展。系统研究新中国城乡关系理论及其实践,总结历史经验,丰富中国特色社会主义政治经济学,既可以为我国实现第二个百年目标提供智力支持,也可以为世界其他国家和地区处理城乡关系贡献中国智慧。

Since the founding of New China,according to the Marxist theory of urban-rural relations and the characteristics of the evolution of China’s urban-rural relations,the theory and practice of urbanrural relations in China have roughly gone through the following four stages.1949—1978 was the first stage,that was rural supporting cities under the background of giving priority to the heavy industry.1978-2002 was the second stage,that was the countryside supporting cities and balanced development of the three industries under the background of reform and opening-up.The period from 2002 to 2012 was the third stage,that was cities supporting the countryside and urbanization being accelerated under the background of building a moderately prosperous society in all respects.The 18th National Congress of the Communist Party of China in 2012 ushered the fourth stage,that was the integration of urban and rural development and the high-quality economic development in the context of the new era.Systematic researching on the theory and practice of urban-rural relations in New China,summarizing historical experience,and enriching the political economy of socialism with Chinese characteristics can not only provide intellectual support for China to achieve the second centenary goal,but also contribute Chinese wisdom on handling urban-rural relations to other countries and regions in the world.
