投融资模式选择关系新型城镇化的高质量建设,目前,我国新型城镇化投融资面临供需差额日益增长、投资主体市场化程度不足、土地融资难以持续、绿色投资亟待加强等现实困境。基于此,为加快新型城镇化建设项目投融资效率,应根据新型城镇化项目的可盈利性,从纯公益、低中收益、高收益三种类型匹配相应投融资模式,并从推动地方融资平台转型、夯实金融机构作为资金筹措主渠道、完善社会资本准入条件、扩大资本市场融资规模、大力推动绿色金融发展等层面,优化我国新型城镇化投融资的实现路径。

The choice of investment and financing model is related to the high-quality construction of new urbanization. However, China’s new urbanization investment and financing are facing the growing gap between supply and demand, the single structure of capital supply sources, the difficulty of sustainable land financing, and the urgent need to strengthen green investment. Based on this, to accelerate the investment and financing efficiency of new urbanization construction projects, the corresponding investment and financing models should be matched from the three types of pure public welfare, low-middle-income, and high-yield according to the profitability of new urbanization projects. And as for the aspects of promoting the transformation of local financing platforms, consolidating financial institutions as funding for funds, improving social capital access conditions, expanding the size of capital market financing, vigorously promoting green financial development, building new urbanization investment financing to achieve the realization path.
