Russia’s New Energy Strategy and Sino-Russian Low-carbon Energy Cooperation

俄政府最新能源战略规划反映出俄罗斯对当前国际能源格局变化的基本认知与应对措施,未来俄政府仍将秉持“能源立国”方针,但其能源战略也呈现出新特点和新趋势。能源产业合作是中俄战略合作的重要纽带与基石,随着国际低碳发展理念的完善,中俄能源合作面临着绿色低碳转型与能源博弈双重挑战,传统能源产业链与供应链面临较大冲击。两国亟须在低碳、高能效基础上提升能源绿色低碳转型以及数字化等领域的合作水平,共同探索跨境碳监管和碳交易机制,联手推动全球能源治理。

The latest energy strategic plan of the Russian government reflects Russia’s basic cognition and countermeasures to the current changes in the international energy pattern. In the future,the Russian government will still adhere to the policy of“building a country with energy”,but its energy strategy also presents new features and new trend. Energy industry cooperation is an important link and cornerstone of Sino-Russian strategic cooperation. With the improvement of the international low-carbon development concept,Sino-Russian energy cooperation is facing the dual challenges of green and low-carbon transformation and energy game,and the traditional energy industry chain and supply chain are facing greater challenges. The two countries urgently need to improve the level of cooperation in the fields of energy green and low-carbon transformation and digitalization on the basis of low carbon and high energy efficiency,jointly explore cross-border carbon supervision and carbon trading mechanisms,and jointly promote global energy governance.
