摘要
依托重庆车辆及路网运行大数据,研究重庆中心城区限行方案。通过分析车型构成、拥堵时空分布、车辆使用规律,评估限行后公共交通能否提供替代出行服务及限行是否会导致大量绕行产生新拥堵,提出了适合重庆当前发展阶段和城市交通特点的限行模式,即在早晚高峰时段对跨江桥梁和穿山隧道等关键通道实施汽车尾号限行。重庆2021年3月开始实施的限行政策评估结果表明,限行政策有效削减了汽车出行量、均衡了汽车使用时段分布,促进了交通方式往公共交通转移,提升了路网运行效率。研究可为其它城市制定交通需求政策提供借鉴参考。
Based on the big data of vehicle and road network operation in Chongqing,this paper studies the traffic restriction scheme in the central urban area of Chongqing.Based on the analysis of vehicle type composition,congestion time-space distribution and vehicle use law,this paper evaluates whether public transport alternative travel can be provided after the restriction and whether the restriction will lead to a large number of detours and generate new congestion,and puts forward the restriction mode suitable for the current development stage and urban characteristics of Chongqing,that is,to prohibit cars use the key road traffic corridor in the morning and evening peak hours once a week according to their license plate.The evaluation results of traffic restriction policy in Chongqing since March 2021 showed that the traffic restriction policy effectively reduced the number of car trips,balanced the distribution of car use periods,promoted the transfer of traffic modes,and improved the operation efficiency of the road network.The conclusions can provide reference for other cities to formulate traffic demand policies.
