兵地融合:对乌鲁木齐都市圈协调发展的探索

INTEGRATION OF XINJIANG PRODUCTION AND CONSTRUCTION CORPS AND LOCAL GOVERNMENT: EXPLORATION ON COORDINATED DEVELOPMENT OF URUMQI METROPOLITAN AREA

与一般都市圈相比,乌鲁木齐都市圈涉及新疆生产建设兵团和地方政府两套管理体系,兵地共建共治共享的制度环境使得乌鲁木齐都市圈协调发展具有特殊性。通过访谈和实地调研,对乌鲁木齐都市圈协调发展中存在问题及背后原因进行系统分析。结果发现:都市圈在基础设施建设、产业合作、都市圈发展空间等方面有较多不协调,究其原因是特殊行政体制导致协调发展机制有待健全。为更好的实现乌鲁木齐都市圈的协调发展,文章提出构建都市圈协商机制、建立以功能为导向的规划体系、推动兵团体制革新的兵地融合下都市圈协调发展机制,同时也为兵地共存地区提供管理和制度上的借鉴,并弥补都市圈研究中有关兵地协调研究的不足。

Compared with the general metropolitan area,Urumqi Metropolitan Area involves two management systems:one is Xinjiang Production and Construction Corps (XPCC),and the other is the local government.The co-construction,co-governance,and resource sharing institution of XPCC and local government makes the coordinated development of Urumqi Metropolitan Area quite special.Through government interviews and field research,this paper systematically analyzes the problems existing in the coordinated development of Urumqi Metropolitan Area and the reasons behind them.The results show that there are many inconsistencies in the metropolitan area in terms of infrastructure construction,industrial cooperation,and metropolitan development space,which is caused by the incomplete mechanism for coordinated development mechanism due to the special administrative system.In order to better realize the coordinated development of Urumqi Metropolitan Area,this paper proposes to develop a coordinated development system of the metropolitan area under the integration of XPCC and local government,based on an institutionalized consultation mechanism of the metropolitan area,a function-oriented planning system,and the promotion of the system innovation of XPCC.At the same time,it also provides management and institutional reference for the areas where the XPCC and local government coexist,and make up for the inadequacy of the research on the coordination between XPCC and local government in metropolitan area.
