论核电安全的国际法规制——以日本核废水排放事件为视角

日本核废水排放事件引发国际社会就核电安全相关问题的热烈讨论,该事件深刻反映了核电领域国际法律机制存在的安全标准不统一、信息披露与国际合作相关规定过于原则化、核事故预防与监管模式不完善以及争端解决机制缺失的问题,亟需通过制定协调统一的核排放标准、加强国际合作、优化核电监督管理秩序、建立核电领域争端解决处理机制等措施,构建稳定互信、合作共赢的国际核电安全大环境,形成以国际原子能机构为组织核心的行之有效的国际核电安全法律机制。
