特色骨干大学建设背景下高校科研经费管理研究

On the Innovative Management of University Scientific Research Funds Under the Background of the Construction of Backbone Universities with Characteristics

科研经费是河南特色骨干大学建设的重要指标,良好的科研经费管理体制和环境对于补足高等教育“短板”、服务“两个确保”具有重要意义。从科研经费管理制度、运行水平和社会评价三个维度,运用问卷调查等方法,对某特色骨干大学立项建设高校进行分析,并针对科研经费管理存在的整体导向不清晰、工作协同效果不明显、财务报销不及时等问题,提出改进建议。

The level and structure of scientific research funds are important indicators for the construction of backbone universities with characteristics in Henan province.A good management system and entironment of scientific research funds are of great significance for making up for the short board of higher education and serving the“Two Guarantees”.This paper analyzes one backbone university with characteristics from the three dimensions of the scientific research funds manaement system,operation level and social evaluation with the help of questionnaires.The survey finds that the system orientation of scientific research funds is not clear,the work synergy effect is not obvious,and the financial reimbursement is not timely.Some suggestions for improvement are put forward.
