海洋功能区水环境质量评价与问题探讨——以上海市为例

摘要 以上海市16个海洋功能区为例,应用海水综合质量评价方法对海洋功能区的水环境质量进行评价,对无法给出明确评价结果的功能区,借助功能区主要超标指标浓度相对本底年份的变化率,进一步确定水环境是否满足功能区保护要求。评价结果表明,16个海洋功能区中,10个功能区水环境满足保护要求,6个不满足保护要求。建议科学合理规划海洋功能区,针对不同类型的功能区,筛选有代表性的因子作为关键评价指标,并制定切实可行的评价方法。 Taking sixteen marine functional zones at Shanghai as an example,their water quality was evaluated by using a comprehensive quality evaluation method for seawater.To such functional zones which evaluation conclusion was not so clear,whether their water quality able to meet the requirements for functional zones was further determined by the rate of changes between major incompliant water quality variables at the moment and in the baseline year.It shows that in those sixteen marine functional zones,there are ten compliant ones and six incompliant ones.It has suggested that the marine functional zones should be rationally planned whilst screening representative factors as key indicators to evaluate and formulating operable evaluation methods for different types of the functional zones.
