摘要
PPP模式已成为高速公路项目的重要融资方式,为更进一步提高高速公路PPP项目的服务质量、保障运营效果,构建了基于变权理论与物元可拓模型的高速公路PPP项目绩效评价模型,对高速公路PPP项目进行全生命周期的绩效评价.参考财金[2020]13号文的内容要求,并结合高速公路项目的行业特点,建立了高速公路PPP项目建设期及运营期(移交期)分阶段的绩效评价指标体系;引入变权理论与COWA算子赋权法综合确定评价指标的变权权重,并运用物元分析理论构建了绩效评价模型;将模型应用于工程实例,分析得到该项目绩效水平为良好,符合项目实际运行情况.
Public-private-partnership(PPP) mode has become an important financing mode of expressway project. In order to further heighten the service quality and ensure the operation effect of expressway PPP project, a performance evaluation model of expressway PPP project based on variable weight theory and matter-element extension model was constructed to evaluate the performance of expressway PPP project in the whole life cycle. The operational guidelines for PPP project performance management were on schedule. Referring to requirements of the document and considering the industry characteristics of expressway project, the phased performance evaluation index system of expressway PPP project during construction and operation period(handover period) was established;the variable weight theory and COWA operator weighting method were combined to comprehensively determine the variable weight of the evaluation index, and the matter-element extension theory was used to construct the performance evaluation model;the model was applied to an engineering example, and the result showed that the performance evaluation level of the project was great, which was accord with the actual operation of the project.
