基于主成分聚类的装备维修管理费单位标准制定方法

Establishment method of equipment maintenance management fee unit standard based on principal component clustering

装备维修管理费单位标准是发放部队装备日常维护保养经费的重要依据,涵盖了修理机构、仓库业务、专业培训和部门业务以及相关装备管理等保障任务。如何合理制定单位标准是当前装备维修经费标准化管理中面临的主要难题。为此,针对单位标准的制定,着重考虑了单位标准的分级,首先引入主成分分析法对原始指标进行降维处理,确定聚类指标;然后,结合单位标准制定的实际情况,基于小样本特征对聚类算法做出改进;最后,利用改进的聚类算法划分单位标准级别,并在考虑经费总量的情况下制定各级单位标准,为单位标准的设定提供了新思路。实例分析的结果表明:所提出的标准制定方法具有一定的可行性,制定的结果较为科学合理,能够为标准制定工作提供一定的借鉴。

The unit standard of equipment maintenance and management fee is the basis for the distribution of military equipment daily maintenance funds,covering the maintenance organization,warehouse business,professional training,department business and related equipment management and other support tasks.Reasonable formulation of the unit standard matters very much in the standardization management of equipment maintenance funds.Therefore,aiming at the proper formulation,the first consideration was focused on the classification of the unit standards,principal component analysis was introduced to reduce the dimension of the original index to determine the clustering index.Secondly,combined with the actual situation of unit standard formulation,the clustering algorithm was improved based on the characteristics of small samples.Finally,the improved clustering algorithm was used to divide the standard unit level,and the total amount of funds was considered.The establishment of unit standards at all levels represents a new idea for the setting of unit standards,and the case analysis shows that the proposed method is feasible with reasonable and scientific results,and thus can provide some reference for standard formulation.
