江苏省职业卫生技术服务机构现状调查

Investigation on current situation of occupational health technical service institutions in Jiangsu Province

目的了解江苏省职业卫生技术服务机构转隶后的基本情况,评估技术服务质量,为江苏省职业病防治技术支撑体系布局和卫生健康行政部门监管工作提供依据。方法2019年11月,编制统一调查表,采取现场核查、人员考核及盲样考核相结合的方式进行。整理在调查中收集的机构信息,分别对不同资质等级机构、不同性质机构之间的情况进行比较分析,罗列调查中发现的共性问题。结果江苏省职业卫生技术服务机构的分布存在地区不平衡现象,主要集中在苏南和苏中地区,甲级机构高级职称人员比例较乙级和丙级机构高,公立机构人员职称以中级和高级为主,专业以公共卫生类为主;社会机构人员职称以初级及以下为主,专业以工程类和其他类为主。社会机构通过计量认证的检测项目为(133.20±43.99)项,公立机构为(55.13±39.98)项。与公立机构相比,社会机构承担了绝大部分的技术服务工作量。此次调查中,理论考试评价方向不及格率为27.28%,检测方向不及格率为54.76%,盲样考核有不合格项的机构占31.33%;甲级机构理论考核成绩优于乙级和丙级(P<0.05),公立和社会机构间成绩比较差异无统计学意义(P>0.05)。结论江苏省职业卫生技术服务机构存在机构布局和发展不平衡、技术服务能力不完备和执业过程不规范等问题。相关各方应积极采取各项举措,共同加强江苏省职业卫生技术服务机构的能力建设,有效应对机构管理面临的各项新挑战。

Objective To understand the basic situation of the transfer of occupational health technical service institutions in Jiangsu Province,and evaluate the quality of technical services,aiming to provide basis for the layout of technical support system for occupational disease prevention and the supervision of health administration department in Jiangsu Province.Methods In November 2019,a unified questionnaire was compiled and carried out by the combination of on-site verification,personnel assessment and blind sample assessment.Organized the institutional information,compared and analyzed the situation between institutions with different qualification levels and different nature,then investigated the common problems.Results The distribution of occupational health technical service institutions in Jiangsu Province was unbalanced,mainly concentrated in southern and central Jiangsu.The proportion of personnel with high professional title in class A institutions was higher than that in class B and C institutions.The titles of personnel in public institutions were mainly middle and senior,and the majors were mainly public health.The titles of personnel in social institutions were mainly primary and below,and the majors were mainly engineering and others.The quantity of measurement certification of testing items of social institutions was(133.20±43.99)items and that of public institutions was(55.13±39.98)items.Compared with public institutions,social institutions undertook most of the workload in technical services.In this survey,the failure rate in the evaluation direction of the theoretical examination was 27.28%,and the failure rate in the testing direction was 54.76%,31.33%of the institutions with unqualified items in the blind sample examination.The theoretical examination results of grade A institutions were better than grade B and C(P<0.05).And there was no significant difference between public and social institutions.Conclusions There are still many difficulties in Jiangsu occupational health technical service institutions,such as unbalanced organization layout and development,incomplete technical service ability,and nonstandard practice process.Relevant institutions should actively take measures to strengthen the capacity-building of health institutions and effectively respond to the new challenges faced by institutional management.
