高水平专业群适应性发展的内涵意蕴、掣肘因素与实践模式 被引量:3

摘要 高水平专业群建设作为适应产业布局和技术变革的重要探索,其在发展过程中存在一定的掣肘因素,包括较难实现区域共建和多方协同育人、管理模式相对固化等,因此需要从外部多方协同框架构建和内部弹性管理制度建设两大维度推动专业群的适应性发展。通过建立高水平专业群研究咨询机构,构建多方协同的高水平专业群生态系统,促进高水平专业群的柔性治理模式和灵活运作机制落地,不断适应产业布局和技术变革,适应岗位链的多重要求,为区域经济发展提供源源不断的人力资源支撑和技术技能积累,进一步引导高水平专业群由适应经济需求向赋能与引领经济的高阶发展。 As an important exploration to adapt to industrial layout and technological change,the construction of high-level specialty groups has certain restrictive factors in the development process:it is difficult to realize regional co-construction and multi-party collaborative education,and the management mode is relatively solidified.Therefore,it is necessary to promote the adaptive development of specialty groups from the two dimensions of external multi-party collaborative framework construction and internal flexible management system construction.First,establish high-level specialty group research and consulting institutions,build a multi-party collaborative high-level specialty group ecosystem,promote the implementation of flexible governance mode and flexible operation mechanism of high-level specialty groups,constantly adapt to industrial layout,technological change and the important requirements of post chain,and provide continuous human resource support and technology accumulation for regional economy,and guide high-level specialty groups to develop from adapting to economic needs to enabling economy and leading economy.
