乡村振兴背景下乡村旅游的政策扩散研究——以田园综合体为例

Research on Policy Diffusion of Rural Tourism Under the Background of Rural Revitalization——Take the Pastoral Complex as an Example

乡村振兴战略的提出为地方政府的地区产业发展提出新的挑战,于地方政府而言,如何选择合适的政策方案以实现乡村产业的在地化实施则显得至关重要。乡村旅游实现了乡村地区产业结构的重整,是一项可供借鉴与扩散的乡村振兴治理范式与行动方案。基于政策扩散理论,文章运用案例分析和逻辑分析法对乡村旅游政策扩散进行分析。研究发现:乡村旅游政策扩散在时间维度上符合“S”形曲线规律且处于快速扩散阶段;在空间维度上展现出明显的邻近效应;在扩散途径上表现为自上而下的层级扩散、自下而上的采纳与推广、同一层级区域间的扩散和不同层级区域间的跟进四种模式;影响乡村旅游政策扩散的动因包括行政体系下政策实施要求、政策制定需求、地区经济发展需求和横向竞争政策创新要求。

The proposal of Rural Revitalization Strategy puts forward new challenges for the regional industrial development of localgovernments.It is very crucial for local governments to choose appropriate policies and schemes to realize the localization of ruralindustry.Rural tourism has realized the reorganization of industrial structure in rural areas,which is a governance paradigm and ac-tion plan for Rural Revitalization that can be used for reference and diffusion.Based on the theory of policy diffusion,this paper an-alyzes the policy diffusion of rural tourism by using the methods of case analysis and logical analysis.It is found that the diffusion ofrural tourism policy conforms to the law of“s”curve in time dimension and is in the stage of rapid diffusion.It shows obvious prox-imity effect in spatial dimension;In the way of diffusion,there are four modes of top-down hierarchical diffusion,bottom-up adop-tion and promotion,diffusion between regions at the same level and follow-up between regions at different levels.The reasons af-fecting the diffusion of rural tourism policy include the requirements of policy implementation,policy formulation,regional econom-ic development and horizontal competition policy innovation under the administrative system.
