市级储备土地整治工作的全生命周期项目化管理研究——以重庆市为例

摘要 土地储备整治工作是一项系统、复杂的工程,既包括规划、权属尽职调查、可行性论证、成本核算、产出效益测算、整治工程、土地供应等技术性工作,又涉及发展改革、规划资源、建设、生态环境等行政职能部门的行政监管。引入全生命周期项目管理制度,能够大幅度提高土地储备整治工作的效率,降低成本,减少风险,实现对土地资源使用、土地资金安全、储备土地类项目预决算的全方位管控,有效防控资金风险,促进经济持续健康发展。重庆市作为全国储备土地改革的先行区,近年来响应国家关于土地储备转型的要求,积极探索将储备项目引入全生命周期的差别化管理,推动了储备土地整治工作的高质量发展。 Land reserve regulation is a systematic and complex project,which not only includes technical work such as planning,ownership due diligence,feasibility demonstration,cost accounting,output benefit calculation,regulation project,land supply,etc.,but also involves the administrative supervision of administrative functional departments,such as the development and reform department,the resources planning department,the construction department,and the ecological environment department.The introduction of the whole-life cycle project management system can greatly improve work efficiency,reduce costs and risks,realize the all-round control over the use of land resources,land fund security and budget and final accounts management of land reserve projects,effectively prevent and control fund risks,and promote the sustainable and healthy development of the economy.In this context,Chongqing,as the leading area of national reserve land reform,has been responding to the national requirements for land reserve transformation in recent years,and actively exploring the introduction of reserve projects into the differentiated management of the whole life cycle,thereby promoting the high-quality development of reserve land remediation work.
