国土空间规划背景下兰坪自治县县域水土保持功能重要性评价

摘要 国土空间规划旨在提升国土空间发展质量,是可持续发展的关键。水土保持功能重要性评价是国土空间规划的重要指标之一。该文选取云南省兰坪白族普米族自治县作为水土保持功能重要性评价对象,通过GIS软件平台综合运用RUSLE模型评价法和“双评价法”对兰坪自治县域进行水土保持功能重要性评价。结果显示:兰坪自治县全县的土壤保持总量6.41×10^(8)t/a,土壤保持的平均模数为146641.65t/(km^(2)·a);其水土保持功能可分为极重要、重要、一般3级,极重要区域的面积为288km^(2),占比6.59%,重要区域面积为2734km^(2),占比62.55%,一般区域面积为1349.2km^(2),占比30.87%。研究表明,受地形、水系、人类聚居点分布和人类活动的影响,兰坪自治县县域水土保持功能重要性在空间上呈现由西部向东部减弱的分布趋势;水系对极重要区域空间分布的影响很大,重要区域空间分布受到人类聚居点和人类活动的很大影响,一般区域的分布受到地形起伏的较大影响。 Territorial space planning aims to improve the development quality of the territorial space,crucial to its sustainable development.Evaluation on the functional importance of soil and water conservation is one of the important indexes of the territorial space planning.In this paper,Pumi Autonomous County in lanping,Yunnan was selected as the evaluation object of the functional importance of soil and water conservation,with the RUSLE model evaluation method and the“dual evaluation method”employed for the research,together with the GIS software platform.The results showed that the total amount of soil conservation was 6.41×10~8t/a,and the average modulus of soil conservation was 146641.65t/(km~2·a);Its soil and water conservation function can be divided into three grades:extremely important,important and moderately important.The extremely important area is 288km~2,accounting for 6.59%,the important area is 2734km~2,accounting for 62.55%,and the moderately important area is 1349.2km~2,accounting for 30.87%.The results showed that affected by topography,the water system,the distribution of human settlements and human activities,the functional importance of soil and water conservation in Lanping Autonomous County shows a spatial distribution pattern of decreasing from west to east;the water system has a great influence on the spatial distribution of the extremely important areas,human settlements and human activities exert a great impact on the important areas,and topographic fluctuations deeply affect the moderately important areas.
