全球气候治理中的利益博弈与应对机制研究

Research on the Benefit Gambling and Coping Mechanism of Global Climate Governance

气候治理涉及到复杂的国际社会政治经济博弈,故长期以来相关问题谈判进展曲折。对于其中利益分配问题的研究,不仅需要从经济竞争力角度的分析,亦有必要探寻制度博弈背后的法理基础,抽象出利益博弈的动因,从而为未来气候政策的制定提供法理依据。故文章采用法经济学的分析方法,综合协调博弈、双层博弈、成本收益分析及卡尔多-希克斯效率理论,结合国际社会实际情况对气候治理中的利益博弈进行分析,并根据研究结论对二者体系协调提出几点思路。

The issue of global climate governance is related to complicated international political and economic game. Therefore, the progress of the negotiation has twists and turns. As for the research of the benefit distribution, not only economic competitiveness, but also legal basis need to be analyzed so as to figure out the reason of benefit gambling and provide the legal basis of climate policy. Therefore, this paper adopts the research method of the economics of law and combines with the actual situation to analyze the benefit gambling of climate governance. Lastly, according to research conclusions, this paper tries to put forward some solutions.
