后疫情时代欧盟应对网络安全威胁的新举措及启示

New EU Initiatives to Tackle Cyber Security Threats in the Post-Covid 19 Era and Its Enlightenment

[研究目的]新冠疫情的爆发使欧盟的网络安全治理面临传统网络安全困境突出、混合安全威胁加剧和网络空间博弈政治化等难题,因此欧盟在新的网络安全战略的指导下,出台了一系列应对网络安全威胁的新举措,分析其新举措的走向及未来影响,对完善我国的网络安全治理体系具有一定借鉴意义。[研究方法]通过历史研究、比较研究、文本分析等方法,归纳欧盟网络安全战略的发展演进,思考后疫情时代欧盟网络安全的现实威胁,梳理欧盟当前及未来的实际政策举措。[研究结论]欧盟从政策立法、资金扶持、能力建设、伙伴合作四个重点方面入手,来提升网络安全治理能力,建设一个具有恢复力的网络安全治理体系。未来我国可以借鉴欧盟的新举措,在依法治网、技术创新和国际合作等方面加大网络安全治理的建设力度。

[Research purpose]The outbreak of the Covid-19 pandemic has confronted the EU's cybersecurity governance with such difficulties as prominent traditional cybersecurity dilemmas,intensified hybrid security threats and politicization of cyberspace games,so the EU,under the guidance of a new cybersecurity strategy,has introduced a series of new initiatives to deal with cybersecurity threats in the post-epidemic era,which has certain implications for the continued improvement of China's cybersecurity governance system.[Research method]Through historical research,comparative research,textual analysis and other research methods,this paper summarizes the development and evolution of the EU's cybersecurity strategy,considers the real threats to the EU's cybersecurity in the post-epidemic era,and sorts out the EU's current and future practical policy initiatives.[Research conclusion]It can be found that the EU has started from four key aspects of policy and legislation,financial support,capacity building and partnership cooperation to enhance its cybersecurity governance capacity and build a resilient cybersecurity governance system.In the future,China can learn from the new initiatives of the EU to increase the construction of cybersecurity governance in terms of legal governance,technological innovation and international cooperation.
