摘要
供需均衡是学前教育持续发展的逻辑起点,也是共同富裕背景下推进公平、普惠的学前教育的重要前提。实地调研舟山市学前教育服务区制度,建立以满意度理论为基础的供需模型,实证分析学前教育服务区制度的供需效率匹配情况。结果显示舟山市学前教育公共服务供给与居民需求之间的匹配效率高。继续提升供给效率的思路旨在满足人民的差异性需求。建议政府根据学前教育需求,适度提高公办园收费,均衡政府投入;提升以教师队伍为核心的供给质量,积极关注个性需求;推动社区学前教育一体化,有效满足焦点性需求。
The balance of supply and demand is the logical starting point of the sustainable development of preschool education, and also the important premise of promoting fair and inclusive preschool education under the background of common prosperity. The authors made a field investigation of preschool education service area system in Zhoushan City, established the supply and demand model based on the satisfaction theory, and made an empirical analysis of the supply and demand efficiency matching of preschool education service area system. The results show that there is a high efficiency of matching the public service supply of preschool education and the demand of residents in Zhoushan City. The path of further improving the supply efficiency is to meet the different needs of the people. It is suggested that the government should moderately increase the tuition fees of public kindergartens according to the demand of preschool education, balance the government investment, improve the quality of supply with teachers development as the core, pay more attention to individual needs, promote the integration of community preschool education, and effectively meet the focal needs.
