Capacity Building and Path Exploration of Urban Community Learning Centers

城市社区学习中心具有政治性、社会性和育人性三重特性。城市社区学习中心的能力建设,不仅是社区教育高质量发展与社区教育合法性存在的确证,也是满足居民终身学习和社区可持续发展的必然选择。中国语境下城市社区学习中心能力建设是指在“社区教育学院-社区学校-社区学习中心-院落学习室”四级学习中心的能力建构。基于组织能力建设的组织目标、组织运营、组织管理和组织保障的四个向度,结合社区教育的本质特点,从教育目标、教育实施(过程)、教育管理和教育保障四个维度构建城市社区学习中心的能力框架,每个维度再划分出两个二级关键能力,最终形成城市社区学习中心的“四中(心)八能(力)”的模式,即引领力、全纳力、学习服务力、吸引力、整合力、创新力、内生力和保障力。从价值立场、制度创新、实践转向、科技支撑和质量评价等路径上实现城市社区学习中心的能力建设。

Urban community learning centers have the triple characteristics of political,social and nurturing.Capacity building of urban community learning centers is not only a corroboration of the high-quality development of community education and the existence of community education legitimacy,but also an inevitable choice to meet the lifelong learning of residents and the sustainable development of communities.Capacity building of urban community learning centers in the Chinese context refers to the construction of capacity in four levels of learning centers:community education colleges,community schools,community learning centers,courtyard learning rooms.Based on the four vectors of organizational capacity building:organizational goal,organizational operation,organizational management and organizational guarantee,the capacity framework of urban community learning centers is constructed from the four dimensions of educational goal,educational implementation(process),educational management and educational guarantee,and on this framework,two second-level key competencies of each dimension are divided,finally forming the urban community learning center’s The model of“four centers(center)and eight capabilities(forces)”,namely,leadership,inclusiveness,learning service,attractiveness,integration,innovation,endogenous power and guarantee power.The capacity building of urban community learning centers is realized from the paths of value stance,system innovation,practice turning,technology support and quality evaluation.
