“双碳”约束下四川钒钛钢铁低碳高质量发展的对策建议

Countermeasures and Suggestions for the Low-Carbon and High-Quality Development of Sichuan Vanadium and Titanium Steel Under the Constraint of"Double-Carbon"

指出了碳达峰、碳中和已经成为全球广泛共识,国内外钢铁企业纷纷开展低碳发展路径研究与碳减排探索实践,全球多家钢铁企业已经明确发布碳中和目标。为促进四川钒钛钢铁低碳高质量发展,提出了5个方面的政策建议:一是优化产业布局,升级产品结构;二是严控产能产量,优化流程结构;三是提升环保水平,推进节能减污降碳;四是强化创新驱动,推动突破性、革命性低碳技术应用;五是完善制度设计,构建支撑体系。

Carbon peak and carbon neutrality have become a broad global consensus.The domestic and foreign steel enterprises have carried out research on low-carbon development path and carbon emission reduction exploration and practice.Many steel enterprises around the world have clearly released their carbon neutrality targets.In order to promote the low-carbon and high quality development of Sichuan vanadium and titanium iron and steel,this paper proposes five policy suggestions:one is to optimize industrial layout,upgrade product structures;second is to strictly control production capacity,optimize process structures;third is to improve environmental protection as well as promote energy conservation,pollution and carbon reduction;fourth is to strengthen innovation driven and promote breakthrough and revolutionary low-carbon technology application;five is to improve the system design and build support systems.
