数字政府驱动的基层政府组织结构变革研究——基于佛山市南海区政府的案例

Research on the Organizational Structure Change of Grassroots Government Driven by Digital Government——Based on the Case of Nanhai District Government of Foshan City

随着放管服改革的深入推进和各地数字政府建设实践探索不断增加,基层数字政府建设过程中,线下科层制政府与线上扁平化政府之间存在的结构化矛盾日益显现,制约着基层数字政府治理能力提升。如何充分利用“城市大脑”等智慧平台实现线上政府和线下政府的有机统一,充分为基层政府治理赋能是当前数字政府建设亟需解决的问题。本文选取广东省佛山市南海区数字政府建设为研究对象,聚焦数字政府建设过程中政府组织结构的变革,探索政府组织结构由传统工业化“物理空间”向现代信息化“数字空间”转变的路径。研究发现:数字政府整体视角下的政府决策与政府执行的解耦能够充分发挥数字政府中科层制组织模式与扁平化组织模式在政府决策和政府执行中的优势,进而使得政府决策与政府执行能力的最大化提升;数字政府组织变革的基础保障是依托数字平台的政府服务标准化改革;数字政府组织运行逻辑是基于组织间的重新耦合。本研究从理论层面对南海区数字政府建设经验进行总结,研究结论从组织结构视角和组织运行视角进行政府组织变革提供实践经验和理论支持,为完善数字政府的建设和顶层设计提供方向性参考。

With the in-depth advancement of reforms to streamline the government, delegate power, and improve government services, and the continuous increase in the practice of digital government construction in various regions, the structural contradiction between offline bureaucratic government and online flat government becomes more obvious in the process of building grass-roots digital government, which restricts the improvement of governance capacity of grass-roots digital government. How to make full use of smart platforms such as "city brain" to realize the organic unity of online and offline governments, and fully empower grass-roots gov-ernment governance is an urgent issue to be solved in the construction of digital government. This paper selects the construction of digital government in Nanhai District, Foshan City, Guangdong Province as the research object, focuses on the structure change of government organization in the process of digital government construction, and explores the path of the transformation of government organization structure from traditional industrialization "physical space" to modern informatization "digital space". This research found that the decoupling of government decision-making and government implementation from the overall perspective of digital government can give full play to the advantages of bureaucratic organization mode and flat organization mode in government decision-making and government implementation, thus maximizing the improvement of government decision-making and government implementation capability. And the basic guarantee of digital government organization change is the change of government service standardization relying on digital platform. The operation logic of digital government organization is based on the re-coupling between organizations. This research summarizes the experience of digital government construction in Nanhai District from the theoretical level, and provides practical experience and theoretical support for government organizational reform from the perspective of organizational structure and organizational operation. And it also provides directional reference for the construction and top-level design of digital government.
