Open Regional Innovation System——A Case Study of Shenzhen

本文基于区域创新系统与开放式创新领域的最新研究成果,梳理总结了开放式区域创新系统的分析框架与主要特征,并以深圳为案例,运用开放式区域创新系统理论研究深圳建立区域创新系统的主要成功经验,同时分析了深圳过往创新模式的主要薄弱环节与短板。从开放式区域创新系统视角看,深圳建立区域创新系统的主要成功经验在于:确立企业在创新活动中的主体责任;市场机制与有为政府有效结合,塑造优良的开放式创新环境;实施开放式科技合作与创新战略;深度融入国际产业分工及产业链,发挥地域优势,建立区域优势产业聚集等。开放式区域创新系统在经济逆全球化冲击下具有一定的脆弱性,深圳过往创新模式也存在一些薄弱环节与短板,其基础研究较薄弱,原始创新能力不强,这是我国其他地区建立本区域创新系统需要加以关注之处。

Based on the latest research results in the field of regional innovation system and open innovation,this paper summarizes the analytical framework and main characteristics of the open regional innovation system,and takes Shenzhen as a case to study its success experience in the establishment of a regional innovation system using the theory of open regional innovation systems.At the same time,it analyzes the main weak links and short⁃comings of Shenzhen's past innovation models.From the perspective of the open regional innovation system,the main successful experience of establishing a regional innovation system in Shenzhen lies in the following aspects:establishing the main responsibility of enterprises in innovation activities;effectively combining the market mecha⁃nism with the promising government to create an excellent open innovation environment;implementing an open technology cooperation and innovation strategy;deeply integrating into the international industrial division and in⁃dustrial chain,giving full play to regional advantages,and establishing regional advantageous industrial clusters.The open regional innovation system has certain vulnerabilities under the impact of economic de-globalization,and Shenzhen's past innovation model also has some weak links and shortcomings.Its basic research is relatively weak and its original innovation capability is not strong,which are what other regions in China need to pay atten⁃tion to when establishing a regional innovation system.
