Development Strategy of American Artificial Intelligence and Competition Pattern of Science and Technology in Big Countries

2015年以来,美国将人工智能发展作为重要的国家发展战略,以维护国家安全、巩固世界领导力和提升国家竞争力作为战略目标,从技术标准、发展原则、国际合作等方面加速推进人工智能发展,通过主导人工智能技术标准、组建技术同盟等策略来强化其话语权。随着中国、美国和欧盟等经济体纷纷推进人工智能战略布局,全球人工智能“两超多强”的格局初步形成。美国利用国际组织试图主导人工智能国际基准,采取一系列竞争性策略和手段,将大国科技竞争带向新的复杂发展格局。中国在加快建设科技强国、实现科技自立自强的进程中应加快补齐人工智能原始创新能力和人才等方面的短板,打破技术封锁格局、强化跨国合作和互利共赢,推动完善人工智能国际治理体系。

Since 2015,the United States has regarded the development of artificial intelligence as an important national development strategy,with the strategic goal of maintaining national security,consolidating world leadership and enhancing national competitiveness.It has accelerated the development of artificial intelligence from technical standards,development principles and international cooperation,and strengthened its right to speak by strengthening the leading role of artificial intelligence technical standards and development principles and establishing technical alliances.With China,the United States,the European Union and other economies strengthening the strategic layout of artificial intelligence,the pattern of“two superpowers and more strengths”of global artificial intelligence has initially taken shape.Taking advantage of the international benchmark that American international organizations try to dominate artificial intelligence and adopting a series of competitive strategies and means,the science and technology competition of big countries has been brought to a new complex development pattern.In the process of accelerating the construction of China as a powerful country in science and technology and achieving self-reliance in science and technology,China should speed up the filling of shortcomings in original innovation ability and talents of artificial intelligence,break the pattern of technological blockade,strengthen transnational cooperation and mutual benefit,and win the initiative in the pattern of scientific and technological competition among big countries.
