对数据时代“新二元经济结构”及其发展演变的分析和思考

An Analysis and Reflection on the “new dual economic structure” and its evolvement in the era of data

本文参照经典的刘易斯二元经济模型范式,通过将数据要素引入生产函数,提出在数据要素驱动下,数据业正在引领形成新的“数据部门”。数据部门在发展壮大过程中,持续吸引传统工农业部门的剩余劳动和剩余资本进入,与传统的工农业部门形成“新二元经济结构”,将持续深刻影响经济社会发展,推动人们生活的数字化、网络化。本文还对新二元经济结构发展演变的不同阶段,对不同发展水平国家产生的影响,以及需注意的风险问题进行了分析展望,并提出了相关政策建议。

Referring to the classical Lewis’ binary economic model paradigm, this paper puts forward that the current data industry is developing into a new "data department" by introducing data elements into the production function. In its process of development and expansion, the data department is continuously attracting surplus labor and capital from the traditional industrial and agricultural departments, forming the "new dual economic structure",which is promoting digitalization and networking on daily life. This paper also analyzes and prospects the different stages of the new dual economic structure, its impact on countries with different levels of development, and the related risks requiring attention, and put forward relevant policy recommendations.
