取用水监测站计量校准成果与经验分析——以广西水资源监控能力建设项目为例 被引量:1

摘要 水资源监控计量设施作为征收水资源费的计量依据,应定期进行计量检定(校准),避免产生计量纠纷,影响水资源费收缴,尤其是水资源税费改革后对水资源监控计量数据的准确性、时效性提出的更高要求。为消除取水单位对取用水监测站计量设施计量准确性的质疑,广西自2020年起,针对国家水资源监控项目建成的取用水监测站试点开展计量校准工作。以2020年取用水监测站计量校准实施情况为例,通过分析总结误差原因及工作经验,为当前取水许可管理工作中计量校准及取用水监测站后续运行维护等工作提供借鉴。 As the metering basis of water resources fee,the water resources monitoring and metering facilities should be verified(calibrated) periodically so as to avoid metering disputes and affecting the collection of water resource fees,especially under higher requirements for the accuracy and timeliness of water resources monitoring and measuring data after water resources fee reformation.In order to remove water consumers’ doubts on accuracy of water resources metering facility,calibration of metering facilities had been carried out in Guangxi since 2020 at the experimental water intake monitoring stations which were built due to the national water resources monitoring capacity construction project.Taking the metering calibration of water intake monitoring stations conducted in 2020 as example,the author analyzed the causes for error and summarized working experience,so as to provide reference for metering calibration and maintenance of water intake monitoring station which is necessary for current water intake permit management.
