英国时间银行发展的特点及其政策构建

The Characteristics of the Development of British Time Bank and Its Policies Construction

本文以英国时间银行的培育者和最具代表性的组织——Timebanking UK为研究对象,围绕其组织管理运营体系、政策保障体系开展了实地调查和深度访谈。研究发现,英国时间银行以完善的制度体系保障发展,以多元主体参与体系促进发展,以现代化手段创新发展。结合上述研究,本文对我国发展时间银行的建议:一是推动时间银行制度化与标准化建设,二是推动时间银行多元主体参与体系构建,三是推动时间银行全国信息软件平台开发。

The concept of time bank was proposed by Americanscholar Edgar Cahn and it applied in many fields,such as social governance,mutual-aid elderly care,voluntary service and so on.After time bank was introduced into China,thepractice and research of time bank in China are increasing continuously.However,the research and investigation of foreign time banks is rare.Based on the needs of theoretical research andpractical development of time bank in China,this paper takes timebanking UK,the incubator of British time bank and the most representative time bankorganization,as the research object,and carried out field investigation andin-depth interview around its organization management and operation system and policies.Thisstudy found that the British time bank guaranteed its development with theinstitutional system,promoted its development with the multi participationsystem,and innovated its development with modern means.Lastly,this paper providedthree suggestions for the development of China's time bank:to promote theinstitutionalization and standardization of time bank,to create diversified subjectsparticipation system of time bank,to build the development of nationalinformation software platform of time bank.
