摘要
本文选取1999—2018年深圳市具有代表性的经济与环境指标统计数据,采用熵权法和模糊综合评价法测算综合环境质量得分值,并以此建立经济与环境函数计量模型,对深圳市EKC曲线进行实证检验。结果发现:除工业废水排放量与人均GDP拟合遵循“倒U”型特征外,综合环境质量和工业二氧化硫、烟粉尘排放量及工业固体废弃物生产量与人均GDP拟合曲线均呈现左“倒U”+右“U”型,而工业废气排放量拟合曲线却表现为单调递增型。这表明典型EKC曲线“倒U”型特征在深圳市并没有得到完全印证,依赖于环境外部性特征,深圳市加大了环境保护政策的响应程度,使环境质量状况总体不错,但并非高枕无忧,从EKC曲线拟合态势来看,环境质量出现退化迹象,不少环境污染指标呈现上升趋势,因此,在“双区驱动”(1)背景下,更应引起政府部门和社会各界高度关注。
The entropy weight method and fuzzy comprehensive evaluation method were used to calculate the score value of comprehensive environmental quality based on the representative statistical data of economic and environmental indicators in Shenzhen Special Economic Zone from 1999 to 2018.Based on this,the econometric model of economic and environmental functions was established and the EKC curve of Shenzhen Special Economic Zone was empirically tested.The results showed that:in addition to the industrial wastewater emissions and per capita GDP fitting to follow the“inverted U”type characteristics,comprehensive environment quality and industrial SO_(2),dusts emissions and industrial solid waste output and per capita GDP fitting curve appear left right“inverted U”+“U”type,and industrial waste gas emissions fitting curve is shown as monotonous crescendo.This shows that the typical EKC curve“inverted U”type feature in the Shenzhen Special Economic Zone has not been entirely support,relies on the characteristic of environmental externalities,Shenzhen Special Economic Zone increased the degree of environmental protection policy response,make the environment quality condition overall is good,but not rest easy,from the point of EKC curve fitting trend,degradation of environmental quality,a lot of environmental pollution index showed a trend of rise,this will in Shenzhen demonstration area under the background of the construction of socialism with Chinese characteristics,because of government departments and the social from all walks of life highly attention.
