简政放权背景下民办本科高校机构改革研究——基于X学院机构改革的经验证据

Research on Institutional Reform of Private Undergraduate Universities under the Background of Streamlining Administration and Delegating Power——Based on the Empirical Evidence of X College’s Institutional Reform

民办高校内部机构设置受到宏观经济、社会结构的影响,通过社会制度结构中的各个政治或者利益集团与行为者之间的相互博弈,最终实现调整变迁。党和国家力推简政放权、放管结合、优化服务,教育部等部委提出高校可根据办学实际需要,自主确定内设机构的设置和人员配备。在高等教育高质量发展的驱动下,民办应用型地方院校应该适时而为不断进行管理体制创新,增强适应环境、融入环境和创建环境的勇气与能力。本文针对当前民办院校管理机构普遍存在机构臃肿、效率低、协调难,行政化、形式化等问题,以“解剖麻雀”的研究视角,深入调研了X学院的机构设置历史与现状,论证了其第四机构改革的必要性和可能性,设计了以“大部制”与“校院两级管理”相结合的方式推进X学院机构改革的实施方案,最后盘点改革后取得的初步成效以及展望亟待改进的配套措施。

The establishment of internal institutions in private colleges and universities is influenced by the macro-economy and social structure.Through the game between various political or interest groups and actors in the social system structure,adjustment changes are finally realized.The Party and the state have made great efforts to streamline administration,delegate power,streamline regulation and optimize services.The Ministry of Education and other ministries and commissions have proposed that colleges and universities can independently determine the setup and staffing of their internal institutions according to the actual needs of running schools.Driven by the high-quality development of higher education,private application-oriented local colleges and universities should constantly innovate their management system timely and enhance their courage and ability to adapt to,integrate into and create the environment.In view of the problems of over-staffing,low efficiency,difficulty in coordination,administration and formalization in the current management institutions of private colleges,from the perspective of“dissecting sparrows”,this paper deeply investigated the history and current situation of X College’s institutional setting,and demonstrated the necessity and possibility of its fourth institutional reform.The implementation plan of promoting the institutional reform of X College by combining“large department system”and“two-level management of school and college”is designed.Finally,the preliminary results obtained after the reform and the supporting measures to be improved are reviewed。
