数字经济驱动中国高技术产业高质量发展--机制与路径研究

Digital Economy Drives High-quality Development of China's High-tech Industry:Mechanism and Path Research

文章在系统阐述中国高技术产业高质量发展现状的基础上,剖析了高技术产业高质量发展的理论机制和支撑体系,研究分析中国高技术产业高质量发展的战略方向(产业数字化、产业高端化和产业国际化),并构建起数字经济驱动中国高技术产业高质量发展“三维”支撑体系,即打造关键数据技术体系、建立产业支撑平台与设施、健全产业政策保障与措施。最后,文章提出了中国高技术产业高质量创新发展的五条路径,分别是能力提升路径、技术升级路径、融合发展路径、政策促进路径和市场变革路径。

On the basis of systematically expounding the current situation of high-quality development of China's high-tech industry,this paper analyzes the theoretical mechanism and support system of high-quality development of China's high-tech industry.The strategic direction of high-quality development of China's high-tech industry includes industrial digitization,industrial high-end and industrial in-ternationalization.Therefore,we should build a'three-dimensional'support system for the high-quality development of China's high-tech industry empowered by digital economy,that is,to create key data technology systems,establish industrial support platforms and facilities,and improve industrial policy guarantees and measures.Finally,five paths for the development of high-quality innovation in China's high-tech industry are proposed,namely,the path of capacity improvement,the path of technological upgrading,the path of integrated develo-pment,the path of policy promotion and the path of market change.
