城市绿地有害生物预警防控管理机制研究

Study on Early Warning,Prevention and Control Management Mechanism of Urban Green Space Pests

本文以城市绿地有害生物预警防控管理机制为研究对象,在管理机制设计理论的基础上,提出城市绿地有害生物预警防控管理机制设计理论框架。结合城市绿地有害生物发生特征和管理实际,提出了以网络组织结构为组织结构载体,联防联控管理机制、信息集成管理机制、预警管理机制和应急管理机制为运行机制的城市绿地有害生物预警防控管理机制。

Taking the early warning,prevention and control management mechanism of urban green space pests as the research object,according to the management mechanism design theory,this paper puts forward the theoretical framework of early warning,prevention and control management mechanism design of urban green space pests.Combined with the occurrence characteristics and management practice of urban green space pests,this paper puts forward an early warning,prevention and control management mechanism of urban green space pests,which takes the network organization structure as the organization structure carrier,and integrates the joint prevention and control management mechanism,information integration management mechanism,early warning management mechanism and emergency management mechanism as the operation mechanisms.
