摘要
机构改革场景中,激励广大干部主动作为是最为紧要的公共部门人力资源管理问题之一。通过半结构化访谈,采取扎根理论范式,本文探索了主动作为的行为内容与结构。研究发现,主动作为具有“变通”导向且系“明智”推进;主动作为包含与自我管理和能力相匹配、与他人满意相匹配、与组织发展相匹配、与贡献社会相匹配四个维度;主动作为的特点是“全局性”与“匹配性”。
In institutional reform, motivating public sector employees to have proactive behaviors is the most pressing human resource management issue in the public sector. By conducting semi-structured interviews and applying the research approach of the grounded theory, this paper explores the construct of proactive behavior. The study finds the proactive behavior has “flexible” orientation and is wisely promoted. The dimensions of proactive behavior include proactive behavior focusing on self-management and competence, proactive behavior focusing on others’ satisfaction, proactive behavior focusing on organization development, and proactive behavior focusing on social contribution. “Comprehensiveness” and “fintness” are the unique characteristics of proactive behavior.
