有效衔接时期乡村振兴对脱贫攻坚资产的赋能路径

实现巩固拓展脱贫攻坚成果同乡村振兴有效衔接是“十四五”期间我国农村工作的核心任务。加强对现有扶贫资产的运营管理,推动乡村振兴赋能脱贫攻坚资产,提升扶贫资产的利用效率将对实现巩固拓展脱贫攻坚成果同乡村振兴有效衔接发挥至关重要的作用。当前中国脱贫攻坚资产规模已经达到前所未有的水平,从类型上可以划分为经营性扶贫资产与公益性扶贫资产。脱贫攻坚资产主要面临着经营风险加剧、村集体经济发展滞后、易地扶贫搬迁安置区缺乏后续支撑、文旅生态类资产项目经营收益低等问题。有效衔接时期乡村振兴对脱贫攻坚资产的赋能路径是:对于经营性扶贫资产重点增补运行困难企业产业链环节、增加新型集体经营层级;对于公益性扶贫资产集中补齐易地扶贫搬迁安置区短板、增加文旅生态类项目市场化功能。

The core task of China’s rural work during the 14th Five Year Plan period is to realize the effective connection between poverty eradication and Rural Revitalization.Among them,strengthening the operation and management of existing poverty alleviation assets,improving the utilization efficiency of poverty alleviation assets and promoting rural revitalization to empower poverty alleviation assets will play a vital role in promoting the effective connection between poverty alleviation achievements and Rural Revitalization.At present,the scale of China’s poverty relief assets has reached an unprecedented level,which can be divided into operational and public welfare assets.At the same time,these two types of poverty alleviation assets are mainly faced with the problems of increased business risks,lagging development of village collective economy,lack of follow-up support in relocation and resettlement areas for poverty alleviation,and low operating income of cultural,tourism and ecological asset projects.Therefore,under the background of effective connection,the empowering path for rural revitalization to poverty alleviation assets is focus on adding the industrial chain links of enterprises with operational difficulties and adding new collective management levels for operational poverty alleviation assets.For the common weal poverty alleviation assets,it is focus on making up the shortcomings of relocation and resettlement areas for poverty alleviation and increase the market-oriented function of cultural,tourism and ecological projects.
