基于入海河流陆源污染削减的入海排污口设置研究 被引量:1

摘要 为缓解海洋水环境特征污染物严重超标对区域经济与环境协调发展的限制,以江苏省盐城市海域某排污口为例,从陆海协同联控的角度出发,采用二维潮流数学模型,基于污染物浓度场响应关系,选取海洋特征污染物无机氮和活性磷酸盐作为研究对象,在入海河流陆源污染物削减的情况下,给出了90%水质保证率下拟建海洋排污口无机氮和活性磷酸盐的最大允许排放量,分别为196.03t/a和254.59t/a,结果表明污染物最大允许排放量均高于排污口近、远期的排放总量,排污口建成后能保证海水水质不低于现状水质标准,证实了拟建排污口的设置可行性。研究成果为指导沿海城市排污口管理和污染源的削减提供了科学的理论依据,对排污口的优化设置及最大允许排放量的计算起到参考作用。 In order to alleviate the restriction on the coordinated development of regional economy and the environment caused by the excessive standard of the pollution characteristics in the marine water environment,a sewage outlet in the sea area of Yancheng City,Jiangsu Province was taken as an example. From the perspective of land-sea collaborative control,a two-dimensional tidal current mathematical model was adopted,based on the response relationship of pollutant concentration field,inorganic nitrogen and active phosphate were selected as the research objects,the maximum allowable emissions of marine specific pollutants under proposed 90% quality assurance can be obtained. The allowable emissions for inorganic nitrogen and active phosphate were 196. 03 t/a and 254. 59 t/a,respectively,in the case of terrigenous pollutants into the sea emission reduction.The results show that the maximum allowable discharge of pollutants is higher than the total discharge of the short-term and long-term plan of the discharge outlet. The seawater quality will not be lower than the current water quality standard after the sewage outlet is built,which confirms the feasibility of the proposed sewage outlet. The research provide a scientific theoretical basis for the management of sewage outlets and the reduction of pollution sources in coastal cities,and play a reference role in the optimization of sewage outlets and the calculation of maximum allowable emissions.
