地表水环境质量标准综述(四)--标准实施评估及修订工作建议

Review of Surface Water Environmental Quality Standards( 4) :Standard Implementation Evaluation and Revision Recommendations

针对我国地表水环境质量标准没有建立起系统的评估和修订工作机制问题,系统介绍了美国地表水标准评估情况,并对我国标准实施进行了简要分析。借鉴世界卫生组织对饮用水标准的修订工作,系统分析了标准修订的时间、关键原则,标准修订过程中团队组成、实施过程要求以及在标准修订过程中怎样收集数据。同时系统分析了标准修订的重要要点,包括对参数设置的要求、参数限值要求、监测规范、结果报告的审查与分析要求以及应急措施。本文综述,为我国地表水环境质量标准的评估和修订提供了重要借鉴。

Aiming at the problem that China has not established a systematic evaluation and revision working mechanism of the surface water environmental quality standard,this paper systematically introduced the evaluation of surface water environmental quality standard in the United States,and briefly analyzed the implementation of surface water environmental quality standards in China. Draw lessons from the world health organization( WHO) for revision of the drinking water standard,this paper systematically analyzed the time and key principle of standard revision,the team composition,requirements for implementation process,and how to collect data in the process of standard revision. At the same time,systematically analyzed the important points in standard revising process,including the requirements of parameters setting,parameters limitation requirements,monitoring standard,review and analysis requirements of results documentation,and emergency measures. This review provides an important reference of the evaluation and revision of surface water environmental quality standards in China.
